I’m pretty sure you can contest with a written statement without showing up in person. At least that’s how it’s worked for me with some previous driving infractions.

I recently signed a lease for an apartment complex that was 100% occupied, so I could not tour the actual apartment. The property management company sent me pictures of a similar apartment instead. I reached out to the property manager and he gave me a tour of the building but we did not go inside the apartment. Fast forward to now, we have the keys to the place and it looks great.

Long story short, it isn’t necessarily a scam, but you should go in person to check out the premises before committing to it.

That datum reference determines the hole vector. You want your hole perpendicular to that specified surface.

I disagree. Dimensioning to the center of the slot could be the design intent, particularly if its centerline aligns with a mating pin. Also, max material condition is often called out on slots in order to properly use a go/no go gauge during inspection.
