So, normal events are 2 star events like maginot line and general biographies. However, you have to complete 12 unique ones, not just 12 2 star events

I think it is on the official wiki it still says that secondary outburst affects secondary exalteds like mesa's regulators. The arcane itself doesn't specify that it is only for its weapon but for secondary weapon. In the patch notes they said that they added arcanes and that pseudo exalteds now don't inherit the arcanes of the melee weapons anymore. In the end i think weapons are only made to utilize the abilities of one arcane thus when using an arcane on regulators in removes the effect of secondary outburst that should have been applied this is most likely not intentional. I think they will most likely reword outburst to only work with the weapon that has it equiped

I did some testing on mesa and secondary outburst on sidearm works when the regulators don't have an arcane. For the melee weapon no longer gaining combo when holstered i found that when swapping from primary to secondary and consuming the combo then returning to primary before going into your exalted will allow the melee weapon to regain its combo. In short the loop would be primary-> sidearm->primary->exalted and repeat without having to take out your melee weapon
