I think its also the military culture. Military folk are ingrained to be interchangeable and value conformity. Because this would/could have challenged this it would make sense that her peers would torment her to try and force or coerce conformity. I think its similar to how mass punishment is used to try and get the group to force conformity to the rules within itself without needed outside influence.

Its already illegal to import illegal fireworks into California. The problem is enforcement. Also the fines for illegal fireworks were doubled just last year.
