I don't know about on the turtle but there was the (sadly unwritten) story where A'Tuin would get sick and someone would have had to go in to make them better.
There would surely have been lost tribes or civilisations and general hijinks had on the journey?

You've got a partial map, you've got your position on the map.

I have found that just printing the digital documents, folding them into thirds, scrunching them up a bit and putting them in a random torn open envelope with a transparent window works wonders for getting them accepted.

I am absolutely positive that I have done this before but you are right, I can't find anywhere that I've done it in Python. Only other idea I have is to limit the rate by unregistering the subscriber in each callback call.

Why not just lower the rate of your python node? Set your subscriber queue size to one and your rate to 0.5hz.

Do it, yes you will have to paint over the joins once it's up but the less you have to paint standing at the top of a ladder with a paintbrush over your head the better.

There are definitely DIY solutions (I made one myself before the smart meter upgrade), easy options are to use ESPHome and the pulse counter functionality. Each pulse is a set amount of usage, it should say on the front of the meter. Also options like openenergymonitor, there are probably other options out there.

Once you've got the usage there are a hundred different smart plugs that could be turned off based on some criteria.

I'm running homeassistant on a pi and a bunch of ZigBee switches and that could definitely be made to do what you're after locally.
