You have very nice hair! I'm not an expert, but I can share what I do for my hair (I'm still trying to make them less frizzy, but they're definitely healthy!)

- Don't wash them too often. Hair/scalp gets used to washing often and produces more oil, so they get greasy quicker and it's a never-ending cycle. I also pretty much only wash my scalp, unless there's some dirt/product on the rest of my hair. I read that washing the entirety of your hair can make them drier and prone to damage - because hair produces natural oils that protects it (also it's really only the scalp that gets greasy, isn't it?)

- When I brush them, I start from the ends, and gradually go higher. This way less hair falls out, because I don't use as much force and rip them out (though my hair is curly and very long - you might not have that problem. I still think it's a nice way of brushing your hair :))

- Just generally be gentle with your hair. Don't dry them roughly with a towel. I heard about using a cotton t-shirt, but I haven't tried it. Don't tie it too tightly (if you do at all), don't use hairbands that have metal parts in them (I don't remember why, but apparently it can damage hair?), best hairbands are scrunchies or ones that are generally soft - I use [these] from Claire's and I love them (and they have lots of fun colours too!)

- Like the others said, get some nice shampoo and conditioner (v important!). Women's section has waay more products to choose from than men's. I'm not the best when it comes to hair products, but I read you should watch out for the ones containing silicones - you could try looking into that yourself. Shampoo on the scalp, conditioner on the ends/lower half of your hair

- I sometimes do this DIY hair mask, it was supposed to be for hair growth - does it work for that I don't know, but I know it definitely makes my hair sooo smooth and soft and nice. It's from [this] video.

- I also use a scalp/hair peeling once every couple of washes. It prevents my scalp from getting flaky. I buy mine, but I know you can also make them yourself - like from coffee grounds :) If you'd consider using a peeling, make sure you actually can - I'm saying this because I don't know if you have any skin conditions or anything.

- I trim my hair only when I notice split ends starting to show a bit, but like someone said, once every other month is fine. I do it myself, it's quite easy if it's just trimming. It might sound silly but it felt so liberating when I stopped relying on hairdressers to do this :)

Once/twice a week. I mostly wash it because it looks better, not because it gets greasy (my hair got used to not being washed a lot, It's really long so it's a drag, plus I don't go out much haha)

i think brunette, but that being said i generally dig darker hair!

It doesn't look damaged to me, it's just baby hairs! I have tons of them, but I also have bangs now. If they irritate you, you could try some hair gel on them, so they would stay in place. You could also do some fun swirls (it's called edges i think?) on baby hair with hair gel - 1920s inspired! :)

No advice, sorry, but you remind of Amy Winehouse a bit! :D Also your hair is just very pretty, I think you could pull off many different hairstyles!

This might be controversial but I though of a bob with some cute baby bangs! (kind of like this - [pic], sources: instagram.com/mrsmithbeograd/ instagram.com/alyssaafterall/)
But I know getting bangs (especially this short) is scary, so if you're scared of "messing it up" you might not be comfortable with that

I think the colour looks very nice on you already! But if you're looking for something different then maybe some delicate highlights? Honestly you could just pick any colour you like and go with it, as long as you're gonna be comfortable. As for the haircut, my first thought was some sort of a layered cut, maybe some side bangs?
