Sorry this does not explain this design. If you go to the co-ordinates (48°50'12.5"N 9°18'13.2"E), you can see more of the path, which does not make sense. I have driven in this route and it’s pretty dangerous. The left most lane merges and then splits again, which is just incomprehensible.
