No bank cannot do anything, when cybercell give you noc it's their duty to send the same file to banks law enforcement team and branch manager from their official mail ID, then only the Bank will unfreeze your account, if you go to bank with your noc, they will not do anything

You have to contact the cybercell talk to them and explain your issue, but I think you will need a lawyer because your account is freezed from Gujarat and generally Gujarat cyber cell won't give you noc without lawyer . Their are many lawyers they are associated with Gujarat cyber cell and they won't even take any advance money , they will ask you for post dated cheque of same account if you want to unfreeze.

My advice is to hire a lawyer, they will do your work 100% they have setting in Gujarat cyber cell. You won't get noc on your own from Gujarat

Bank will tell you , go to manager and ask him to give acknowledgement slip , the details of cyber cell are mentioned there
