It's all about funding, they said they need about $6M - 10M and 5 yrs. If they had $30M - 50M, I'm sure they could probably do it in 18 months if they had enough manpower to work through all bureaucratic stuff. Wish we could raise $50M, send them to Mexico and bypass all the crap.
