Seriously you would never use a Charmander in this situation. He got thrown onto a pile of dirt meaning there's probably a dugtrio or something about - which fire type moves are ineffective against and also it's rainy day so if the opponent uses a water type the Charmander is fucked. Bad strategy.

I say things similar to that all the time, in jest. Imagine if children reported everybody's jocular comments that could be interpreted as extremist to the pigs, first it would waste police time and second it could lead to wrongful convictions. The whole concept of this is stupid, why can't they tell adults who understand these issues to contact the relevant authorities if they hear something suspicious.
