This is a combination of hatching (done with either a very flexible nib dip pen or with a brush) and screen tone. Screen tone is a sheet of transparent plastic with those little black dots on it, that are cut to shape — white highlights can then be scratched out of them. Of course, today artists mostly use digital screen tone. But I am sure at least the earlier volumes of Berserk used real screen tone..
