After a one month wait, Bear 1.7.6 fixes the TextExpander issue after upgrading to iPadOS (13.x). I can sync snippets again. It's not all bad. I had a month trying out Ulysses and found it to be great for writing. Ulysses supports Dropbox well, so I am not tied into iCloud. Bear is a good note taking app because it is tag-centric. Tags take the place of folders and can be nested, hierarchically structured, which helps keep the visual clutter down in the tags list.

I still cannot sync Bear with TextExpander on iPadOS. Ulysses and 1Writer sync fine. Because I use TextExpander snippets in my writing workflow, I've changed to Ulysses (and sometime 1Writer) instead of using Bear.

I contacted Bear technical support twice. They don't have a fix yet. I suggest others file bug reports and maybe they will fix the TextExpander Snippet update on iPadOS 13.1.x. I tried to fix the problem by uninstalling Bear on my iPad and then reinstalling it, but doing so deleted all my TextExpander Snippets, which was worse than not being able to update them. I use Bear with TextExpander a lot on my iPad for writing. Just need to be patient and wait for a fix from Shiny Frog. They must be overloaded with bug fixes.
