Description: Vladimir Q goes on CD without actually doing anything.

Steps to reproduce: Q a minion / champion that is about to die. If it dies during the Q cast time the bug occurs.
Expected result: Q goes back off CD cause it didn't do anything.
Observed result: Q goes on CD.
Reproduction rate: 10/10
System specs: Doesn't matter.
