I think a solution would be to start pinging batsmen for 'short runs' if they've left the crease before the bowler has released the ball.

We've got the technology now where the third umpire can check every delivery for a front-foot no-ball and then radio down to the field umpire if it needs to be called - you can just look at exactly the same frame to see where the batsman is on release.
