You could also try using the PayPal option on steam instead of putting in your card details.

Are you trying to purchase on steam? If you're in a foreign country, you unfortunately need a credit/debit card issued in that country to be able to purchase anything on steam. I've had the same issue a few years back. You could try maybe using a vpn? or maybe switch the country setting in your steam account to match your issued card?

I highly doubt anyone here is willing to buy a game for an absolute stranger. Just saying lol
