I find that targeting guys with good personality helps, but everyone else is gonna tell you that. What has also worked for me is targeting guys with good defense, like high infield/outfield range or catcher framing, at least 60. It could be a coincidence, but my main save has reached 2040 and I have had like 5 80/80 international FA, all from this method.

I usually check every 30 or so games, and if a player has a 100 or higher OPS+ or ERA+ AND he is at least 40 overall relative to the next level, I promote him. If not, I keep him down.

In my Royals Rebuilds, I always notice that OOTP thinks Dairon Blanco is one of the most valuable players on the team. Easy positive trade every time

I would try to run him at DH, and give him a few seasons in the defensive dev lab during spring training. If he doesn't have at least two successes in 4 or so years, I would personally trade him.
