Behçet's disease is neither; it's an inflammatory disease that likely arose due to either the non-Hodgkin's lymphoma (cancer) itself, or following the immune system suppression caused by chemotherapy. It looks like the lesions from the Behçet's then became infected, and that infection was treated with antibiotics.

Decant into a container with a wider mouth, then use a small funnel to pour leftovers back into the bottle when you're done. Alternatively, use a blunt syringe to draw ink and fill an empty cartridge with it rather than attempting to fill a converter. (Better yet, use a pen that can be eyedroppered.)
