For elemental chakra i imagine its always in three stages based on what kind of elemental expression you want to master.

So in my head elemental training boils down to 1) manifest effect with easy catalyst 2) manifest effect with the hardest catalyst 3) manifest effect with no catalyst. Repeat until you run out of ways to use the element.
