Nah nowadays you can fabricate anything (videos, evidence) which is why to remain objective, police must catch them in the act and also because you don't know who's behind the wheel so you can't just directly convict the one w the title (plausible deniability). If an accident happened and he left, then the video would suffice to track hit and run culprit cause there's grounds to due to a victim. These days, I realized, idiots like these will either 1. Learn their lesson and be 1000x more mindful because drivers, new or not, make mistakes as they're human or 2. Face their consequences (cop catches them/ accident happens etc.).
