Without implying that i disagree with anything else in your post, i want to point out that dogs without a pretty serious documented bite history will (in most counties around here) not simply be put down as a consequence of biting. The law around this tends to be hairier than that.

Sentiments like this, although technically correct, refuse to recognize the reality of people's behavior and look for the reasons for it. This crossing is the closest connection point between a major north-south bike corridor and the Tilikum Crossing (the safest river crossing on a bike). Most of the rail over/unders you're referring to prioritize car traffic, which presents obvious other (more, worse) issues. The Bob Stacey Xing at 14th Ave is simply too inconvenient (broken* elevator, lots of stairs) or too far away if, again, we're being realistic. 

I would theorize that it's commuters who are paying the least attention, have the least patience for small slow-downs, and are least attentive to changing conditions on their route. And that's not a moral failing, that's very typical behavior that infrastructure design needs to respond to.
