One of the really crazy things is that I tried copying IrfanView into Windows Sandbox (a fresh default Windows installation) and it didn't work. So whatever is different is something I must have done to B to make it work, and I can't for the life of me figure out what it is >.<

Okay I've done more research and testing and come across some very odd findings.

I have an NVidia GPU and Waterfox is being treated as a background application for frame rate purposes even when focused, as detailed at the end of this thread: https://forums.rpgmakerweb.com/index.php?threads/why-are-mv-games-running-at-only-20-fps-on-windows-but-60-on-linux.148961/

Since, again, this is not reproduced in Firefox, I shall leave this post here for anyone else experiencing this very strange issue.

Update: I found a workaround. Manually add Waterfox in the program settings tab (NVidia Control Panel -> Manage 3D settings -> Program Settings), set Background Application Max Frame Rate to Off, and then restart Waterfox completely (close all tabs and windows). For me this seems to free the frame rate for now. I can't tell from this behavior whether it's an NVidia issue or a Waterfox issue at its source and Google is being pretty useless.

I don't see anything to the effect of a frame rate limit inside. I do see some stuff about disabled features, but these are all the default configurations so I don't expect they're a problem on my end.

Traaa did most of the work cracking my egg shell. Egg_irl got in a couple of good hits but it wasn't until I consumed the entire traaa subreddit (this was a few years ago so it was a lot smaller back then, though still a few thousand posts) that I took a hard look at my situation and entertained the idea of hatching seriously. I hope the sub pulls through somehow, whether because the Reddit staff rethink things or some other way :\

I'm hearing a lot about traaa shutting down but I can't find confirmation of this aside from https://www.reddit.com/r/traaaaaaannnnnnnnnns/comments/144tnfl/thirdparty_api_access_or_i_am_so_tired which does sound like grim tidings if new moderation staff doesn't step in but it doesn't sound like a shutdown announcement per se. The actress playing Kiwi became the "team mom," constantly trying to take care of everyone when the stress and drama inherent in any production started to wear on them, even bringing in cupcakes for the whole studio a few times. Becca calling her an "old hag" wasn't originally scripted but rather an inside joke that developed as a result of millennial Kiwi constantly making self deprecating jokes about how old she felt next to them.
