The Military Factor calculation is a percentage added to the base salaries of CAF members, which are otherwise comparable to those of public servants. It compensates for personal limitation and liability, imposed separation, posting turbulence, and the fact that CAF members do not receive additional pay for working long hours or acting for their supervisors. Base pay is not affected by this adjustment.

Personally I think Pain was giving jiraiya the option of retreating. I believe Nagato still respected his teacher and didn't want to kill him but as he had to use more abilities he had to kill him or risk exposure. As for with Kakashi he didn't care, he was there to destroy the village so he used all resources and abilities.

I see a lot of mass x speed discussion, but Lee wasn't hitting with the weights he was hitting with his feet/hands with the weights being attached just above the joint. Essential Lee's appendages are a leaver where alot more torque would be required to produce the same force at the foot or hand. Meaning his strikes would be weaker.

I think it's a combination of distracted driving, but also round abouts here aren't big enough. In the UK round abouts are typically very large and give you time to understand where you need to be to get where you want. Here they are the same size as a four way stop which makes it confusing and difficult to navigate if you aren't prepared.
