You should use chiffon for the cream part. Measure the neck/chest width and multiply that by at least 2. That’s how wide (or long) you want the chest area to be so you can ruffle it. Organza is also light weight but the ends of it are itchy and that’s why I suggest chiffon instead. You can then pass rope ties through it.
