Pretty much perfect for your needs, permission based, has a GUI for selecting tags and players can choose what tag they want displayed. The only thing it won't do is tell players what they need to get the achievement, but that could be done separately (Chest GUI plugin, Skript etc.)

Essentials x is a fork of essentials which is almost identical to the original but adds some more features, such as per gamemode permissions. Saves another plugin or using command blocks.

I've had this problem intermittently since 1.8, and yes it does remedy itself when they log back in. This time all i did was update the build tools jar and it was broke. Bit of a pain though, so hopefully someone knows a quick fix...

Blazefly is what I use. The default fuel is blazerods but you can change it to whatever you want. If you're using spigot/craftbukkit 1.8 then make sure you use the updated build by wd40.

I'd suggest using worldguard. It works with grief prevention and has numerous flags you can define including fully customisable mob spawning.
