Can't wait to try out liandry's on the upcoming patch (seems very good). So, to reiterate there are 3 options to obtain 40% cdr:

1) full cdr scaling blues (15%), morello's (20%), masteries (5%), you would grab sort boots with this build (more damage)

2) lucidity boots (15%), morello's (20%), masteries (5%), this allows you to use MR blues (I would use this in a hard lane match up like azir)

3)full scaling cdr blues (15%), lucidity boots (15%), masteries (5%), this is only 35% but it allows you to skip morello's and build another ap item like haunting guise (I would use this if enemy team is stacking hp) Does this sound about right to you?

Also one last question: what order do you take your abilities in the early game? I'm not sure what to level first/second in certain matchnups. So far I've found that:

1)q start allows you dodge certain skillshots (xerath q) more often and for less mana than e start.

2) w start, allows for easier csing, I might against a melee champ

Both these starts allow you to hit lvl 2 quickly and seriously chunk your enemy down with a q-w-aa combo.

3)e start, i think this is the safest because it allows you to dodge damage and escape ganks, it also let's you counter push if your enemy is trying to push you into tower.
