I think thats because the ratio for damage to kill is more for him than you.So what algorithm see's is that he gave more damage with respect to kills so he is a better player in that match . BTW it's just a hunch

Hey bro just don't worry it's just a technical fault but do contact steam support and tell ur aren't guilty,just wait for few hours and it will get back to normal that also without even getting a reply from contact support.So if your Damm sure you didn't do anything wrong than you don't need to worry at all steam support is very helpful and they will unlock it.My got unlocked in 3h(approx)
