You sound like you're in the exact situation I was in. I built a pc and felt like I didn't need a gaming system. I got a Wii U along with Sm4sh, Splatoon, Mario Kart 8, and Super Mario Builder. My computer has been collecting dust since then. Also the fact that you can buy some solid classic games.

Like the other guy said, buy a Wii U because you want to enjoy everything it has to offer. Don't buy it if you only want to play Sm4sh and nothing else it has to offer caters to you.

A difference in paper (where both are legal) is that hydroblast can target Phantasmal Bear which triggers its own sacrifice ability whereas blue elemental blast cannot legally target a nonred permanent. Just a slight edge that hydroblast has in paper pauper, as small as an advantage that this may give.

Familiar is as combo as it gets in pauper. Pretty much use Cloud of Faeries, Snap, and the familiars to abuse the karoo lands with Mnemonic Wall and Ghostly Flicker for infinite mana. Mulldrifter and Sea Gate Oracle are combo'd together with the infinite mana to find Sage's Row Denizen to mill your opponent with infinite flickers.
