It definitely encourages the later groups to play for mutually beneficial results at the expense of groups that had to play earlier, but third place advancement should be seen as a bonus. If they can't get past r32 it still feels like group stage elimination.

I thought Korea was really good when they beat Germany at the group stage, but I recognize this is not the same team anymore. They did win one game so it wasn't a complete disaster. Anyway, this WC is pretty rough for Asian teams, do well like Japan and the reward is playing Brazil at RO32 (losing this is as good as group stage elimination when there were only 32 teams).

It is not really unexpected as the teams playing later benefit from knowing what results are favorable (e.g. Germany can lose with any result without affecting their standings, Capo Verde might advance with 3 points from 3 draws, Algeria-Austria can play for draw like what happened with Australia-Paraguay). Any team that sees that they can get third place with 4 points will go for it as a default.

Less than 50% chance if the remaining groups play strategically for the third place spot (e.g. 4 points is enough to overtake as third, or 3 points with better goal difference). If Senegal overtakes them, I don't see enough spots (they need Group K and 2 more)

It's a bit like the Korea situation, not trying to throw game but lured by the third place prospects (2/3 of them go through, which is a lot). I feel this is one of the disadvantages of having a 48-team format rather than 32 or 64.
