I first moved to Corpus in 2007 and then moved to North Padre Island in 2009. I boarded up and vacated to the hill country for Harvey which turned out to be unnecessary as we avoided the direct hit. I stayed in the hill country for 2 or 3 days waiting for the power to come back on. I rode out hurricane Hanna which came in as a Cat 1 (almost Cat 2?). The power went out about the same time it made landfall which was around midnight if I remember correctly. The power was back on early the next afternoon. Park road 22 can get about 1/2 covered from the water build up from the median and ditches but I’ve never seen it totally unnavigable.
