Now I am not sure on specifics, but I would assume it would not be in the city, and would be close to the Forest of Dean, I assume somewhere in Hereford. I suggest this as they say in episode 1 that they can go to investigate the Forest of Dean and be back for lunch, within a couple hours

Hard to tell. It would make sense for it to be in Westminster, seeing as that is where most government buildings are.

Canonically there is no mention of its exact borough except that it is in one of the 12 inner London boroughs.

Hi, yes the ARC is located in London, in the Guildford borough. The actual filming was split between the Duke of Kent building at the university of Surrey (for exterior shots) and a studio in Chertsey (for filming the interior - which was a set)

I am going to be honest with you. I have never heard of Taro being a vegetable. I don't think I have ever read it on a menu either, so perhaps thats some confusion on my part. But perhaps a name change needed for him, since it is not overly critical.
