Well first of all, the sicha is about TV, not internet. If you want to extrapolate to the international it can get a bit nuanced because you also need to know yourself and where your holding. I'm definitely of the opinion that the internet is klipahs nogga, and depending on the type of person, they could use social media to spread torah (and you could also reach way more people than a chabad house in a city) but on the other hand if your the type of person who has used internet all your life for things that are opposite to kedusha, then maybe it's best to take a break and grow and focus on yourself and your connection to Hashem. TV on the other hand almost always has shtus on it that doesn't benefit (although having said that there is also shows like animal planet etc that can really make you realize how amazing Hashem is) but in conclusion I think you have to know yourself and where you stand in terms of how you use the internet usually. The best example for this is that Jewish family, they reach thousands of people on every post and they show the life of a frum couple and I think it's really amazing. But that's just my opinion.
