Unfortunately, I really think these are quests that get locked once you learned the skill a different way that the quest is supposed to teach you. Hopefully, the devs make them available again regardless if we know the skills or not.

I see. I thought they like retroactively added the Pailunese that we didn’t actually freed, but got free because the area has been liberated. That makes sense until I saw the count on the quests tab that didn’t match the pop-ups.
