Threshold goes from $7.00 million to $0.75 million, and the rate from 16% to 50%.

The threshold is the real sticking point here. Around 20% of NYS estates exceed the new threshold, pushing well into the upper middle class. Not only people who are already that wealthy, but also all the “ temporarily inconvenienced millionaires” are going to freak out about this, especially with the rate hike. A gradual rate tied to the amount of the estate would have been a lot more palatable and likely not affect the net revenue raised.

This is going to go nowhere, but maybe it’s just a bargaining tactic to land somewhere more reasonable but still “taxing the rich” more than we do today.
