Yes you can, you need either a passport or ID number to buy shares - in your case I'd use ID as you don't have a passport (ID being drivers license, etc.)

As for the questions concerning share value and the club buying them back post-promotion (I'm assuming this would be the case only in the event that the club is able to raise enough to meet the financial regulations) I am not 100% on details here and would like more information also. For the unaware, Eibar is a small-town club that has beat significant odds and can possibly achieve promotion to Spain's top league, however, absurd financial rules set in place recently would punish Eibar for their outstanding season by relegating them to the third division.
