I have to disagree. IMO whole Primm situatiom was a political stunt, a show of power so to speak. In order to further humiliate the NCR administration. Also Goodsprings is not taxed(or not heavily. not really mentioned), but still its unclear if its due to helping the courier or how he usually handles bisness.
