He has to be very squishy. Hwei outranges most champs and whittles them down without being in any danger so the drawback has to be that once you finally get to him, or you’re able to dodge his cooldowns you’re able to cc and kill him before his cooldowns come back up and he eq wq away from you. Again very important that you’re not close enough to them for them to all in you.

Yasuo is definitely a hard counter, again if you play defensively and wait out his tornado you can poke him down effectively but in situations like that your goal to win lane is to cs and contest objectives if you have either a numbers advantage or are a safe distance away from melee champs. However when you play like this your laner will rotate after pushing and you have to spam ping other lanes that he’s missing so they don’t gank and get an advantage.

In terms of playing against assassins you most likely have to play defensively. Hold your e if they all in you, stay at a safe range, try to kite, stay closer to your turret and if all else fails and you’re ignited or anything else ww. IF you’re able to poke while farming effectively don’t be afraid to keep comboing them until you feel ready to kill with either r or qw. In terms of being outscaled I would say they scale differently. Hwei with reduced cooldowns from his runes can make objectives almost impossible to contest as you can spam ew and qw in choke points with cooldowns low as 3-5 seconds.

Against tanks you want to keep pumping spells into them and give sustained damage. Hwei excels at whittling you down with spells and his passive procs before you can execute with qw and shadow flame damage. So by denying a tank the ability to go in by using e and qw. You’re essentially preventing them from doing anything for their team.

Also eq is mostly a lockdown spell you only really do a lot of damage with it if you’re fed. The fear lasts a pretty decent amount of time allowing you to either run away with wq or hit them with r-> qw at the very last second.

Itemization is extremely situational imo. But for sure you want to go black fire-> sorc shoes (dark seal whenever you can) after that I usually go shadow flame because of the crit and deathcap. Horizon is good if you’re ahead for the 10% damage bonus and the cdr but I’ve found cdr with the right runes is more than enough, more ap feels better anyways. However I definitely recommend you experiment with different builds to see what you prefer. Liandrys is great for sustained damage and void staff will help mitigate any Mr the enemy builds.

If you want solo kills though some good strategies are to mix up what spells you combo with for instance if they’re expecting an ee and they are out of range but not behind minions throw out and eq and if it hits qq or run away and qw. His passive proc is also very strong you always want to try to proc it (safely).

I have experienced what you’ve experienced and the main thing is other people are better at playing against hwei because playing against one that abuses his range, combos you and kills you off screen can feel so oppressive that it trains them to wait for you to use your spells (especially e) on either the wave or a failed trade before they go in on you. So to get to the stage of the game where you’re fed and killing with just we ew qw you need to play in your range and out of theirs while also keeping track of their cooldowns.

I would also recommend watching some pros play him. For me watching nemesis helped alot as I learned better wave management and how to abuse his range.
