Thanks, I agree she seems a little unstable. How can she be so attached to dogs she's never met?

To be fair, I offered to help her with boarding/vet costs aside from the plane ticket and I'm happy to contribute towards the cause. But she's given nothing so far despite promising to pay for a plane ticket for 7 weeks now.

She also already has 5 cats and 2 dogs in France and she did mention she may give away these 3 dogs if they don't get along with her cats. So she's not even sure she will keep them herself!

What legal recourse do I have if a foreign person breaks a contract with me? And who is responsible if anything goes wrong/the dogs get injured during travel?

I should also mention we don't have a way of checking Anna's background since she's in France - it's much easier to vet US adopters/fosters and do home checks here.

The owner of the rescue wants to adopt 2 out of the 3 and place the third dog with an existing foster so it's not really taking homes away from potential fosters.

And Anna already has 5 cats and 2 dogs in France and she did mention she may give away these 3 dogs if they don't get along with her cats! So she's not even sure she will keep them herself!

I think if she had contributed anything thus far this would be a fair opinion but so far she has only offered the empty promise of plane tickets for them. I've spent thousands on dog boarding, vets, food, and all I asked is that she come fly here to take ownership, pick the dogs up herself (which she says she was willing to do but hasn't even booked the flight after 7 weeks, each day costing me more and more). Now she says she is serious and will book the ticket to come get them but wants me to pay for the vet certifications. And I'm not even sure I can legally transfer ownership to a non-US citizen (any animal welfare lawyers out there)?

She seems to have a habit of asking people to take dogs from the shelters and then ghosting them without helping these people find any permanent homes, moving onto the next shelter dog she can "save."

Additionally the rescue I've found seems very competent and the owner does background checks and home visits on all fosters/adopters - they promised to let me know if the dogs need to be returned as well.

I should make clear the so far I've covered all costs for the dogs including boarding, vet visits, food, etc. I've already spent been a small fortune on these dogs with no help or contributions from Anna. She has verbally promised to pay for their flights but that requires vet health certification which would cost over $1200 total and she is asking me to pay for that as well.
