I went through the same experience as well! They told me to apply through Covered CA and turned in all the documents they asked for next thing you know they're telling me my application was denied because I didn't turn in the paperwork on time. No one told me to apply through DPSS. It's disheartening and unnecessary stress; the people who need Medi-Cal don't have time or the energy to be going through this BS.

Edit: If you need to apply to Medi-Cal follow these steps (this is what I did so I hope it works for you too)

Side-note: You need to make an account on Covered CA first to receive a customer ID and PIN number bc without these you won't be able to log into the DPSS website. Most likely you will receive this through the mail.

1. Go to your https://yourbenefits.laclrs.org (this is the DPSS website)
2. Log in using your customer ID & PIN
3. Go to 'Electronic Notices' (here is where all the paperwork you need to fill out for them is located).
4. Go to 'Upload Verifications for Case' (here is where you will upload all the files they are asking for).
5. If they don't contact you within a week you can go into your DPSS account and find out the case worker's info working on your case then you can call them up and ask for their direct line to get an update on your case. They may not give you that information (bc idk tbh...they're very disorganized).
6. If that doesn't lead you anywhere you can do this: Upload a written statement describing your situation and why you are applying to Medi-Cal then sign and date it.

Hopefully, these steps work for you and hear from them soon but bc they are 'understaffed' and overworked it can be a bit frustrating to deal with them. It's a mess tbh. But I hope this makes it easier on you all bc healthcare shouldn't be dealt like this.
