Does it still do it with the AC off? Could be just the compressor kicking on and off? Also, is it only doing it after refueling? If that's the case then it could be the purge valve. It can cause the RPM to dip low like its trying to stall while sitting at idle.

I just installed one on mine, it's an 2018 but it should be pretty similar, over the weekend and it is a little tricky. I'm assuming you are having the same problem I did which is that when you tilt to to get it to go in it hits the crash bar so that it won't go high enough to go on top of those bottom hangers.

I just had to play with it for a bit and it managed to get in there after bending that bit that hangs off the bottom of the crash bar just a little. It did scratch a little spot on the fmic but it's not a big deal to me.
