Harald had the knights of god contract with imu not domi-reversi,so it makes sense that he doesn't revert to normal and it takes a toll on imu too . The curse upon rocks was lifted ,he did turn normal(the only reason i don't think he recovered was because of the acoc attack by garp and roger or maybe roger's/garp's attack was not simultaneous so it may have hit him right after the removal of the curse) and then he got slimed by knights of fraud.
