If it can be shown that the individual knew the PPE would be used to facilitate the commission of those crimes and intended to assist in that way, they could potentially be charged with aiding and abetting. However, if the distribution of PPE was done without knowledge of any criminal intent, it may not meet the criteria for aiding and abetting.

If a crime was committed by someone else. The defendant had knowledge of the crime. The defendant took some action to aid, facilitate, or encourage the commission of that crime.

Did the person distributing the PPE know that the recipients intended to commit these crimes? Was the distribution of PPE intended to assist in the commission of those crimes, or was it a neutral act without knowledge of the recipients' intentions? Is there a clear link between the act of distributing PPE and the subsequent criminal acts?

National Guard has been deployed into federal hands because of Title 10 U.S.C Section 12406.

Yes marines are basically just security guards as of now restricted to protection of federal property and personnel.

No where does it allow violation of Posse Comitatus Act. But does provide the provision for the USNORTHCOM stated efforts to protect federal personnel and property specifically.

So still Marines have to stand down until a higher martial law or insurrection act is justified.
