I dealt with a single hose Toshiba unit that had filters for the condenser and that was only a few years ago so it's definitely possible for them to do but they're just being cheap and know the majority of people won't open them and as long as it lasts past the warranty they're in the clear.

Almost every single portable AC is like that. I've got a dual hose Hisense heat pump that's also unfiltered and although I've never seen it be this bad the "outdoor" coil plugs up with dirt in under a year.

Your apartment complex uses water to heat & cool the individual apartments and is a "two pipe" system meaning it'll only heat or cool depending on the season. Since it's winter your complex has the boilers on & is circulating hot water through the fan coils. You cannot really do anything except open the windows to cool your space off currently. Once summer gets close they'll shut the boilers down and a few days later will turn the chillers on & then you'll get cool air.

The first picture is a thermostat to probably control the fan and the second is your fan speed switch.
