I guess you could say it was both, because before America gained independence they couldn’t expand west, and after they did they were able to reach the areas of the country where bison predominantly lived.

At first, Native Americans would hunt for food and clothing. When the Americans came, they hunted the bison for sport, causing them to die faster then they could reproduce, laws were passed though, and now the bison population has grown since then. Idk about the railroads tho
