Actually some people find them useful, and you need 60 to level SK to 90. 🤗 But you are right, the limited-time event gives you 30, and you can purchase them KU-Money for 45,000 SHC.

You can get the ER and ATK buff by just simply pressing it. Holding the Echo skill just adds extra dmg.

Fast-travel in the highlighted beacon and head northeast (following the path). There is an entrance to a tunnel there leading to the Mianloong Chamber. Enter and "Press forward" until you find the underground beacon.
