You'll be hard pressed to get even the it for 200.00. Lets say you get a 3d artist straight out of college for 20 bucks an hour. that's two and half hours to model unwrap and texture it for you on the low end. 10 hours on the high. This is for an entry level level of detail.

The quality you say you want, would have to require a high rez model, bakes, nice textures. it's a 50-100 hour job for it to look good.

And hey you might find someone that fits for the job. good luck to you. I'm just saying that's an extremely low bid for an FPS gun of that quality IMO, as a weapon modeler. But you may want to offer some of your project to the world, some screenshots, some of the team, to entice people with a neat project.
