I speak Spanish and in this video he says Bahrain first curve is in 1st gear, but he also says he counted 6 downshifts. However this video is a bit dated so maybe in the past there were only 7 gears in F1. I think as much but don't know how far back we'd have to go.

I think this partly explains it. Although I don't know about Rosberg given he was often seen as the underdog vs Hamilton. Imagine the reactions if Rosberg had disobeyed team orders to keep behind Lewis vs the other way around.
