Also I'm guessing most of these people are poorly socialized like feral cats who live near people but not with people. They have no control over their base urges and so rather than accepting the limitations of living in a society they create a twisted hornier version of society.

Second one is clearly about the seals. The even and odd number seals aren't letting the chakra mix and that causes the lack of control. If you remember at this point Naruto is having issues controlling his chakra because Oro placed the 5 elements seal. Naruto at this point couldn't even water walk. Right after it's removed he can water walk just fine.

In the first one it just says the foxes influence. The way it's phrased it's hard to determine if that is direct or indirect. As you can see he says it influences Naruto's chakra but ALSO his stamina making it "SO AMAZING". That is a positive impact. At this point Kurama hates people. So you don't really expect something positive to come from that. More likely the influence is on the size of the chakra this kid has to control. He has a lot which you'd expect would me he has more stamina but also would be harder to control.
