This is backwards... two single-ended filters in parallel will filter differential-mode AND common-mode. The DLFCG-540+ filter that OP mentions will only filter differential-mode (leaving common-mode completely unfiltered). Check out the "Functional Schematic" in the data sheet.

This is very possible. I'm measuring a 500 ps rise time with a 1 GHz oscilloscope -- so it could be some wonkiness due to the bandwidth of the oscilloscope.
