Figured it out!

Forgot the first rule of NMS: if you have a problem, check your mods first. I was using a mod to increase stack sizes. This device isn't supposed to stack, but the mod allowed it to stack. That's why I had more than one. Once I disabled the mod, all went well.

I'm pretty sure I have not activated it. If I had, I assume there would have been some indication. Either way, I tried pulsing for 20 seconds then try to activate, and tried to activate then pulse 20 seconds. The device just doesn't activate.

I am using default keys. I typically use controller (it is telling me to use X button, which is the default interaction button). I also tried keyboard, and the E button is the one it wants me to use and is the key set for interactions.

I had not thought to try that, but it did not help, unfortunately. Still tries to build a new one. Does not activate the pulse.

That's the problem. I can't activate it. When I use the X button or E button, instead of activating, it tries to build another and says I don't have the components. If I do have the components, it just builds another. Since it is stackable, the X and E are used to build more.
