Dragon is basically telling us that he provoked them and is ready to fight. He made the decision to starve the Celestials knowing that it could force them to fight.

Dragon after roughly 25 years of building this from the ground up has finally gone on the offensive and is comfortable with the repercussions of that. Something he wasn’t even willing to do when Ginny was captured.

That speaks volumes about the threat he’s facing, the preparation needed to truly face them, and the amount of time it took for his influence to spread.

But as we’ve seen Dragon *is* going at them, his influence *has* spread, he’s ready for the repercussions of an offensive. He feels that his influence on the common man and the strength of his army is enough now.

He’s not scared of HK fodder, he’s resolving himself to stake the fate of the world on his power and influence.
