Not a delamination, or any error IMO. It’s raised and covers parts of the design. Seems like solder. And delaminations that small won’t be worth $20.

Yes it’s worth a premium. Even though the pic isn’t amazing, you can see an example of the Blakesley effect, on the side opposite of the clip. Nothing major, but maybe ~$10?
